need help with this civil war find

found these items yesterday at a home occupied by union forces throughout the war......can't figure out what the oval piece is. it has an eagle on one side and 3 of the 4 tacks sticking off the back. any help is appreciated!
 
May be either a plate for a cartridge box(not the one on the strap as it would have loops) or a cap badge. Both had multiple pins to secure them.
CROSS STRAP PLATES and BREAST PLATES typically had small loops.
