Need help with ID on an Old Navy item

Dug this out of an old military housing area...down about 5"
 
This item is 3" long and appprox. 1/2 inch in diameter. I am thinking it has something to do with rope for some reason.
 
I found one of these too, and found out it's a pre WWI tent rope guide (used to tighten and hold tent ropes).

I was told their collectible.....but I dunno about that :shrug:
