Need Help On This Buckle

Looking for help on this buckle I have not seen one like it before, my wife found this at a cellar hole of an 1840's house. Dimensions are 2" x 1 5/8" and the offset is just a shade over 1/4".
 
Looks like a buckle off of a horse halter or some kind of tack.
 
I go with the horse tack. Similar to ones sold where I buy my leather supplies. They have a complete tack supply section including harness leather that I use to make belts.
 
I do think its related to saddlery buckles. Its in great shape!
