Need help ID'ing buckle

Found this buckle 2 weeks ago but didn't think anything of it till today after seeing a similar buckle posted in the February issue of, "Western and Eastern Treasure" magazine on page 53. My buckle has a raised center with a "V" stamped in the center. Does anyone have any idea what kind of buckle this might be or what did it go to?
 
Its a harness buckle cover. The bottom piece is broken off of yours. Some have hearts on them. You can see some on ebay.
