Need advise about a military shell

I need a little advise as to who I would contact to possibly disarm a military shell. A friend of mine bought this old house with a detached garage. While searching through the garage he found a military shell of some kind. It is about the size of a paint spray can and about 4" taller. There are no markings as he can see. I have told him to leave it where he found it and I would see if someone could give us some advise as who we could contact to check this out. It may be a dud but it may also be live. Any help or advise would be greatly appreciated.

I know a guy he is disarming one shell for me, he's locate on Fairfax, VA. I can send you a pm with his phone number if you want.
 
Don't try it yourself. Even a dud is very dangerous. Disarming a dud must be done underwater by someone who knows what he is doing.
 
Blink, can you post some pics of the projectile? If it has a fuse it could well be live. If not, it is possible it is a solid "bolt" and would have no powder chamber. Once we know what it is we can go from there.
