Mystery Buckle

One of my treasure hunting buddies, Jim W. wanted me to post this pic. and ask everyone if they know or have ever seen a buckle (?) like this one. It was found on the beach in Nags Head, NC in an area where 1700-1800 circa artifacts have been recovered.
 
The flat bit in the centre was probably for a photo or picture and the bottom loop for a small hanging "pearl" or similar. From the crown and the castles I would guess that it's a British and probably a souvenir of Queen Victoria. I wouldn't hazard a guess as to which event it commemorates as she ruled for sixty odd years and there were plently of celebrations during that period.
