It is a buckle cover that was used to keep the horses tail from geting hung up in, and was used on the bed rows of a confederate soldiers... i have read this some where? it is made like this one . nice find

The item on the right is indeed a powder flask... nice condition too!!!
The other item is some kind of buckle and may be from the civil war era as stated below.
