Looks like the bail for a pendant. It's upside down. The pendant hangs off the bottom and the chain will slide right below the flat part.

Rob, i missed your post of this last year, great loot and pics. i agree with Flsouthrenlady it looks like a Bail for a pendant. Here is a few pics of one I found back in Feb.the bail looks similar.
