This thing is made of brass, there are no passages between ends. The little "tung" thing inside the top hole is installed through a slot in the side (just visible). OK, do your stuff. THANKS Dave
 
The little round holes in the side, does it go right through, and is it threaded? Or, <img src="/metal/html/smile.gif" border=0 width=15 height=15 alt=":)"> it could be a very small toilet <img src="/metal/html/oh.gif" border=0 width=15 height=15 alt=":O"> ,
 
The hole in the middle goes through and is not threaded. The smaller one at the bottom looks like a flaw in the casting.

It looks like it oil port for a motor, bearing or other moving part.
 
I have seen 100 ft. tape measures with a devise
like that that opened up and was used as a crank for rewinding the tape. <img src="/metal/html/confused.gif" border=0 width=15 height=22 alt=":?">
 
the stud on the lid would seem a little unhandy (small), and if it had a little knob it wouldn't fold into the hole.

The tongue inside is some sort of pressure spring to hold something in place like a small knob.Even if the knob was not as big as the hole it would tend to hold it in place and keep it from opening when not wanted.Kind of a puzzler!

I just spent a few minutes at Ebay (the redneck research tool) looking at "vintage" tape measures. I "borrowed" a couple pics, the one one the right looks very similar. We could have a winner.
