measuring spoon

i agree with measuring spoon, the holes in the end look as if a handle was riveted on to it.
 
May have been used in a old foundry for testing the the composition of whatever metal they were casting that day? Just guessing, but it seems to me I have seen these somewhere before.
 
It looks like it was attached to a similar item like a pair of tongs. It would be the right size for sugar tongs. Here are silver ones but few people could afford silver.

My other guess is 'bullet forceps' or 'bullet scoop'.
