Sailors with long hours on ships originated these rings..Years ago found a dandy well made one which was made out of a silver quarter..Always thought this was a federal offence in altering US
coins but saw a commercial stand with them for sale so doubt that...
 
Naw, it is justa crime to alter a piece of currency and then try to spend it. Sort of covers the counterfeiters attempts I guess.
