I had one person say it's as old as 1865, and another say it's WWII. Thanks !!

And what would be the best way to clean and preserve it?
 
That is the latest version of the Great Seal of the US adopted in 1904 and used to date. The button could be from WW I.

You cannot really clean up the button much more than what you have done. The surface is corroded and you would only remove the detail if you tried to "make it shiny". The fact that it has as much detail as it has makes it a nice find.
