Its part of a wick riser wheel for an oil lamp .Im not sure they have the correct maker though, might be wallace and sons instead of whitehead and swan Im not sure.

That was it, it had the rest of the knob behind it and when I popped it out of the ground the little giant cap came off so we weren't sure which direction it was facing. I guess I had it backward. I just didn't get to get a pic of it cause the homeowner wanted it. Thank you very much he will be thrilled to know what it is.
 
yes Ant, i have, had a little giant sump pump, It might be the one i replaced, dont know if i tossed it but will check the basement for a corporate logo. It was very heavy old and metal. That was the first thing that came to my mind. CO
