Yes the person used old license plates as building material for his shed...i dont know about the legality of this...rather unique building now.....

This is more common in New England. I used to collect license plates...my goal was to collect the first year of every State, and all Porcelain license plates. There are all kinds of quirky license plates. One example is Maine. Supposedly there was an abundance of brass left over from WWII. In 1946' Maine started producing Licens plates out of Brass. They were painted over. White on Blue . Not all 1946 Maine were Brass.. In 1948 , they did it again, about 99% were brass, orange on black. Quite attractive. When found today, most have the paint removed, and are polished.

my mother in law lived near the Oregon border ...my spouse and i go up to take care of the property, bushes etc....she lived not far from Mt Lassen and Mt Shasta

I did notice something quirky.....on the roof every other row is black(?) or rusted out as if the builder took the paint off the plates for whatever reason

My dad collects license plates by state. They do make nice wall art on the side of a barn. Will have to take a pic next time I am there.
