Lead Disk I.D., Please

I found this at a new site which is a full block of demolished houses.
This disk is 1 mm wider than a cent and the same thickness. The image is not reversed. The number 146 and the ribbing are stamped into the lead as shown. The back side is blank. There is no wire so it's not a seal. Thanks for any help. HH

What I think your find is..... When a stamp or die is engraved it is often tested in soft material to see the final results. This is frequently done in clay or lead.

The die is engraved in reverse so the stamping comes out correctly. Since the lead disk is in reverse I think the die was engraved incorrrectly maybe by a rookie, or It might have been an impression taken from an object already stamped out. (If you take a piece of clay and press it against a penny you will see the impression in reverse.)

The die was probably made for a tag of some kind. I've have no ideal what the "146" would represent.
