Large foreign Penney in Texas

I found this at the elementary school I have hunted 12 to 15 times, and still have more to find there. It was between the playground track and the road, which where the parents wait in there cars to pickup kids after school. It was between 5 and 6 inches down and rang up a high tone, 86/87 on the vdi. I think I have one of these in my grandfathers coin collection. My father picked them up while in the military. But I don't know what country it's from.
