Looks like this thing was in a fire as some of it looks melted. The only thing iron is the shaft sticking out the top. The view showing the inside shows the shaft with a disk attached. It can be adjusted up and down.
I think it may be a lamp and a wick was somehow attached to the rod. I was going to chuck it but I was curious as to what it actually was.

Looks like the top part of a brass poster bed.There would have been another fennel covering the top of the rod.The melting on one side could have been the bedding on fire?
