Item in a feild with writing

Found this in a old field writing says Patented dec 20 1821 and jan 31 1822 and last line says July
Something 1828 not sure what it is. Please tell, Thanks!
 
It's a tag off of something, that's for sure.
It had to be something pretty big to have a thick tag like that attached to it.
Some big ole machine, probably.
 
The U.S. didn't start issuing patents until 1836. What else does it say on the item? From the picture it looks like the top of an old gearbox. Maybe to a farm implement or windmill. Just guessing. The rest of the wording might help ID it.
 
I should reword my post above. The U.S. started issuing patents in 1790 but didn't issue patent numbers until 1836. If you could give us all of the wording on the piece it would be a big help.
