Is this a minie ball?

I dug this bullet in Vancouver, Washington near Ft. Vancouver. It has a fairly thick coat of patina and I'm wondering how old it might be. Size is about .40 by 11/16" (not including cast protrusion in the base). Would anybody venture a guess on its age or era. Ft. Vancouver was an army post from 1850 until after WWII. I didn't expect to find a shot bullet and almost put it in the trash.
 
Since noone has responded, I will. I can't say for sure what era the bullet is because it looks altered to me. Probably carved on. I have not seen that bottom but a type one cleaner might fit the bill. Go back and hit that site hard and see what else you can find.
 
It was a 4,000 sq.ft. demo site where first they took off the top sod and I detected it, but found nothing good. Then they leveled it by dozing up to a foot of earth to the low side so I hit it again. That's when I found the bullet. The site is now covered with concrete! On the nose, covered in patina is a glancing gash. What might seem to be carving is rifling I believe. The same pattern appears opposite at the same slight angle.
Thank you for your reply, I didn't think anybody was going to. Bullets are not a usual find around here so I'm not versed on them. I'll take it to the club and show it off and maybe get some more input.
