Is this a fuse.....?

I found this around an old home site today and a first thought it was a fuse, but then dismissed it.
After getting home and looking at some websites that have some pictured, now I am not sure so I thought
I'd ask the pros.
Sorry about the crappy photos, but the top part is also threaded on the inside as well as the outside if this is of any help.

if it is threaded on the interior, you should be able to rub off the dirt on the top and find " JP Schenkl ... Pat Oct 1861 " .

I did indeed clean the top and found the information you stated would be there.
It is also threaded on the inside.
What type of shell was this used in?
Also, was it used by both sides, Union and Confederate?

Thanks guys for the information and ID on this piece.
I am quite pleased that it is a fuse and this is the first one I have ever found.
Actually I found it around an old home site which I thought was strange and as far as I know, no fighting took place in this area.
Perhaps someone found the shell and dismantled it??
Might not ever get the answer to this mystery.
