If I Buy Tesoro off Forum with Blank Warranty Card Is It Transferable?

If it is, who would I put down as the seller since it was an individual and not a dealer.

If the warranty card hasn't been sent in, then Tesoro has no idea who the original purchaser is. As far as documentation goes, he who sends in the card is the de facto original purchaser.
Put down who you want for the seller.

I've spoken to James Gifford about this. To sum it up, he and Tesoro are not at all anal about the warranty. According to him, they will repair a Tesoro detector free of charge regardless of who bought it or who owns it, as long as it has not suffered obvious abuse. I can vouch for this, from first-hand experience, on three seperate occasions.
