ID help needed

My buddy found this object a couple of weeks ago at an old park
and we are trying to figure what it is.
I'm guessing maybe a measuring spoon for a pharmasist when
measuring doses of medicine, but the more I look at it,
it looks like some kind of drug paraphernalia.
It measure about 6" long and the "handle" or stem is 3/16" in diameter.

Crudely made, from a copper tube? I think you may be on to something with the drug reference.
