I have no clue what this is

Might possibly be from the back pad of a light driving harness . a leather strap on the bridle hooked to the bit and thru a couple guides and back to the backpad called a "check" . kept your horses head up looking smart , and he cant buck or kick if he cant lower his head . any ole hosslers left out there ??
