there is a free program that works with Photoshop called Ultra-sharpen Lite. There is also a pro version that is not free.
For most the lite version is pretty good.
If you have Photoshop, click on the link and get it. I am not sure if it works with any other photo programs
Oh Yah, it sharpens your photos when you need it
