My first thought was a coat hanger. I think it must have come off a horse rig of some kind.

The way the rivets are rusted with space between them makes me think there was wood there at one time that rotted away. What is it, I have no idea.

I found one something like that only smaller. I took it for a bracket that was attached to a picture frame. Looks like yours was an ovel frame.
 
Does look sorta "horsey", now that you mention it.
 
To big and thick for a picture frame. My bet is on implement of some sort.
