Only a guess......
Looks like a coil spring similar to the kind in a tape measure or rolling window blinds. It would not have much spring movement but looks like a heavy duty spring. The part that would have a moving part is the very center and a rod would have to enter through there and it would have spring tension when twisted. I would guess it would only have 2-3 full twists maybe?

Could you confirm that the spring looking piece is actually 1 piece as opposed to many seperate sleeves? That might be a little difficult to confirm, you'll have to try to follow it all the way around and see if it continues to the next sleeve or not.
 
Looking at it I would say that the spring is definately one piece. And I am also able to engage the hinged flap inside the flared end by manipulating the spring. To me it seems like the hinged flap is intended to prevent vapor or fluid from passing unless the spring is engaged. Kind of reminds me of a carburetor .. or something along the same principle.
 
It could be an early thermostat. When heated to a certain point the spring should open/close the valve.

Another, more likely, possibility is a relief valve and a tank, steam or compressed air, ect. It would hold upto a predermined ammount of pressure and anything beyond that it would release.
 
I think you are on to something there. My very first thought after cleaning it up was that it was a thermostat of some sort. With added heat the spring would expand, closing the flap ... makes sense. Wonder what it was attached to though .. :shrug:

It could be an EGR valve. Once the exhaust temperature raises enough the valve opens to allow exhaust gas to recirculate back through the intake to be recycled. It helps improve emissions but allowing exhaust to enter through the intake would surely decrease mpg, but I can only speculate about that.

Or a radiator thermostat on an old vehicle.
