Says Crescent, "Chicago"
Other side have the number "3" I think
The spelling is correct on "Chicago"

Just a guess, but it looks like the upper loop is offset to compensate for the string so it is straight above the pointer.
 
I've seen old "wire" puzzles that were cast like that... try and get these two pieces apart brain twisters.
Also looks like those winder "keys" on the side of a can of Spam or "Kam" meat, but it's too good for that.
I first thought of the Crescent Tool Company, but they're in Jamestown, NY...
Hmmm...
