From my VERY rudimentary reading of Cyrillic:

Miln Zavodi
M. Samyati
P. Sorti

I think the last two lines are names of people. I have no idea what the first line means. Used to work with a bunch of Russians that could have told us, but they left the firm.
 
I asked a friend of mine here at work who is Russian.
He said it says: Soap Enterprises
Across the top, then on the second and third lines are names of people, probably the founders of the company.

P Quality ----"P" quality grade -- Not sure what grade 'P' means in terms of a quality scale.


The stamp is definatley from before the revolution in 1917.
After the revolution they got rid of the 'b' like letter at the end of every line.
