How to make map overlays

Several weeks ago I posted a question about map overlays. I received several replies but no one could tell me of a company that would make a overlay of a 1864 map. I have spent a number of hours researching this topic with no results.

I spent many hours in training classes (30+ yrs in law enforcement) and most of the information was presented with a overhead viewer (before PC's) using transparencies. Well I blew up a section of my 1864 map and made a overhead transparency. It appears this might be a way to make overlays. Problem is the 1864 map I have does not have a scale on it. Perhaps some one will have a idea on how to determine scale. The pic is an actual copy of the transparency that I made.
 
Tom, you can do this in GoogleEarth. Download googleearth, then type in city you want (dublin va). at the top of the map, you should see a toolbar. 4th item is add overlay. click this bar, browse to your map photo, adjust the clear/opaque slider, then you can pull the top/bottom/sides to adjust image size. Use the crosshair in the center to move the overlay back and forth to line up with the satellite image. Save your work. Hope this helps!
