I know that I am not allowed to detect inside the fairgrounds but what about the parking lot outside the gate, it is grass and dirt, is that public property that I can check?
 
Might be fairground property also.
Really up to the county to decide how they want to divide up their property. What part to enclose behind a fence and what part to designate as a parking area...
Not a great likelyhood anybody would look twice if you were sweeping a coil in the parking area. Keep in mind the trash will be terrible and the ground will be hard as concrete from the compression of vehicles over the years. The finds should wworth the effort however.
