Hook tag and others ????

Any info on the items attached would be great. The round tag says 13 on one side and it looks like it has some faint letters on the back but its really hard to see. The hook is very heavy. The buckle looking thing I would assume is a regular buckle but there is no fastening device on it? The one end is rounded like a post went through it or something.

Lower right is a harness buckle cover, possibly from the late 1800's.
 
All items came from a part of land where a WW1 barracks used to be.
