Hollow decorative spoon?

Is this simply a decorative piece or something else? It's hollow so I can't imagine it being used unless maybe for something dry like sugar.
 
I would guess its a hair brush, missing some wood and bristles or whatever the brush would be made of. But its silver so its a great find no matter what it is. How long is it? Its hard to tell in the picture.

Yup, a hair brush. The back is probably horn, as in cow horn or something like that. Some where made with tortise shell and others had sterling silver backs.
