On your post the other day, you found that ring with a flapper in it. I think I know what it is... at least in theory.

In the picture below is the ring I found detecting yesterday. Had no idea what it was, but found it in my Civil War relic identification book.

Below is the picture of the ring I found, next to the photographs in the book of horse harness rings. These would be the rings that would be attached to a team of horses. The reins run through these rings, and back to the driver. If you'll look at any old western stagecoach, you'll see them on the harness equipment of the horses. Now what I think you have is one where that flapper acts as a reins lock somehow. I haven't figured out how to release it from a distance but maybe it's close to the driver. Doesn't that made sense to you? Call it a "reins brake" the flapper would hold the rains taut to hold the horses.
