Where is HB2078 and what is its status?
HB2078 has been referred to the Senate Committee on Finance and will be discussed in the near future, to be decided by the Committee.
Who originally wrote the proposed additions that are sections 10.1-2307 and 10.1-2308?
Delegate Van Landingham, with the assistance of the Department of Historic Resources, originally wrote the bill, but those sections were later amended out and are no longer part of the bill. Delegate Van Landingham is currently home ill with cancer for an indeterminate amount of time.
How is a patron assigned to a bill?
The Patron is the individual who writes, introduces and sponsors a bill. A Chief Co-patron would be one other person who asks, or is asked, to be the second sponsor of the bill. There can be many co-patrons, which can be added by request of the Patron or the member.
Who is assigned to the committee for arguing for or against the bill?
The is no one committee specifically designed for arguing for and against a bill.
The last committee in the House of Delegates to hear this bill was the House Committee for Appropriations. The House Committee for Appropriations members are: Callahan (Chairman), Putney, Dillard, Morgan, Tata, Hamilton, Ingram, May, Sherwood, Cox, Wardrup, Dudley, Reid, Landes, Jones, S.C., Hogan, Councill, Van Landingham, Phillips, Spruill, Stump, Scott, J.M., Joannou, Miles, and Abbitt. The members of the Senate Committee on Finance are: Chichester (Chairman), Colgan, Lambert, Wampler, Stosch, Houck, Hawkins, Howell, Saslaw, Stolle, Quayle, Norment, Potts, Hanger, and Watkins.
The Patron is requested to speak on behalf of the bill, and may ask other experts to testify as well. Occasionally there is a speaking list, and someone may write to a member on the committee hearing the bill to ask to speak on its behalf.
Did anyone appear before the committee for HB2078?
The bill was largely heard during an evening session, and there is no documentation of anyone testifying. There have been no testimonies in the Senate committees thus far.
If not approved this time, when can a similar bill with similar wording be reintroduced?
A similar bill can be introduced in the 2006 session by a delegate or senator.

this process is a slow death. at least in new jersey, we woke up one morning and the law was passed without any hearings or testimony. cut and dried political decisons made by our betters without regard of the wishes of the peons. there are certain advantages living in a socialist state. no one in new jersey got ulcers worrying about losing their hobby. it was law before we knew it was under consideration. you judge which is the better process, petitioning and agonizing over an issue that can end in only one way or having someone else make the decision for you and have done with it.
 
So what's the message then? We should all just kill ourselves now and get it over with? Or should we overthrow the government? Or just put all of our detecting stuff up on eBay? Seriously, what do you recommend?
 
what i am trying to say is, the only choice that the politicians are leaving us is the choice to become criminals after the law is passed or not.
 
Well, it wouldn't be the first time that I did something that was contrary to the law and then claimed ignornance. And it probably wouldn't be the last. Although DO keep in mind that I attempt to obey the law whenever convenient. And there are still lots of places with untapped hunting potential that could be hunted with written permission even if the worst comes to pass.
