here are my finds so far

I use adobe photoshop to resize my picture files.

actually you don't need a program. Go to start, programs, accessories, and click on paint. click on file, open and choose your picture. then click on image, stretch and skew and choose percentage of horizontal and vertical you want to resize it at. save as gif. or jpeg
all window systems have paint. and you can also enhance your photo with it.

Adobe is good.
I use a free ware called Irfanview. Just go to google and find free down load.
No virus is included.

Right click on the photo and on the pop up screen there should be a option to edit or edit photo. Click on edit photo and look to change picture size. From here you can either resize or compress pictures by clicking on either then select compress for documents, web pages, or email. Either one works. Press ok.

You should be good to go,

Myna

I've been using Picasa2 which is a free download from Microsoft, but haven't really liked it. Using programs staight off the computer, will be way better.
