Probably of a broken part of some electric component. I do not think it is something you should wonder about.
 
I would agree it looks like a hasp but off what I don't know. If it is decorative it could have been on anything, a harness, saddle, a book like a diary, a small chest lie a jewelry box, a money box. It could be anything. The fact that it has an ornate base, not a simple square or round base says decorative to me.

The oddball items are what makes relic finding great.
