Help - What is it?

Found these two items hunting in a small park in Northern Virginia last week. They both caused my DFX to go nuts with readings between +65 to +95. It would appear to be a figure of a horse in the center of each. The backs of the items are identical to the front.

Any thoughts as to what they might be?

Before plastic either wood or metal was used for checkers. I thing you have two very interesting checkers. WTG
