Found this a while back and have never been able to ID. The front is marked wit D & M with a shield with arrows over the text. The back has what appears would have been the attachment point. Sorry about the poor pic quality. Any help would be great.
 
Vol's right on the money. I'd add that with the shield device, there are some who believe it indicates a government contract lock. Or, basically, you've got the cover from a government lock.

it's an old lockfly! yeah, it took me a while to figure mine out too. it covered the holes on padlocks, and also house door locks. neat find, and hh,
 
I've found several with the British Crown stamped into the face. They are neat little finds.
