This is some kind of badge.It reads; 1876 Proclaim Liberty Throughout The Land.The liberty bell should be in the middle(you can see the design of the wood that holds the liberty bell at the top of the circle) and the name N.P. Phillips at the bottom of the item. Anyone have a clue? Thanks,David
