Help Identifying this peice

I found this on a trip to Sacramento last week. Was along the grassy street sidewalk about 5" down. The place was built in 1922, so not sure how old it might be. It sure looks to be hand crafted and is very rough along the edges. The front looks to have been hand sanded also. Very rough peice with some brass showing through. Thought it could be a hand made charm or some kind of logo plate for something. Anyone have any ideas what it could be? It's about the size of a silver dollar.
