Help ID... buckles??

Hi guys,

I found these 2 last night at a park. They were both about 8 inches down and about 24 inches apart. One is smaller than the other. I do not know if they are shoe buckles or belt buckles?? If anyone knows what they are and maybe when they were used, please let me know.

I agree that they look like "D" rings off tack, but a quarter next to them for size comparison would help.
