Yes it is safe to use. 12v batteries frequently will show 13.8 volts.

Over the years I have checked my voltage and that is where mind comes in at 13.8. I stop charging when it gets there.
Just unplugged my battery pack off the Minelab, voltage meter read 13.79V HH Ron
