What ever it is it it is COOL!
Whatever it is it's neat! Cool find! 
BTW, anyone else see the liitle boy to the left of her forearm that appears to be swinging a golf club? His club is lighter in color along with what would be his side facing the area of his trajectory? The lady has a strange nose and elf like ears also.
You might post it in the "what is it" area also.
Sorry had to edit: I see something else. Rotate the coin clockwise laying the lady facedown (turn it another 25*. Now do you see what appears to be a strange headressed man looking through a telescope?

Born.... put some electralisist on that thing and clean it up a bit. Should clean up nicely. Looks like an old golf metal to me.

Neat find. With the green patina, I thought it may be brass. At first it looked like a sultan with a staff of some type. Maybe a golf ball marker? Possibly a watch fob with the loop broken off? It's cool whatever it is. HH
