GBP VDI Scale Confusion

When I'm hunting for coins with my GBP set in the discrimination mode, quarters tend to register in the low to mid-80's. However, when I switch to all metal, quarters tend to register in the low to mid-50's. Pennies register in the mid to high 70's in discrimination and in the high 30's or low 40's in all metal. Are there really two different VDI scales for the machine or am I just not understanding what the machine is telling me?
 
In all metal mode the numbers shown on the screen is not vdi it is the ground phase to get the vdi numbers in all metal mode you have to look at the scale at the top of the screen it just shows bars under the number gauge.
 
Thanks. I didn't know that. So, bottom line is that a target's VDI number never changes. If it's 80 in discriminate, it's 80 in all metal (just have to look at the scale at the top of the screen to see that).
 
Should be the same unless target is too deep to get an accurate vid.
