That's called a pedestrian "mover". I would like to have had that car last weekend when a couple of young thugs were walking in my lane, towards me, with a nice new empty sidewalk beside them. You've seen the type....they "dare" you to hit them. I made them move out of the way, and then got cursed at. I will, however, brake for animals..........
