Dug it it was not tarnished filed the edge color through.....Brass? Gold? googled the particulars there are a few hits but no solid determination of what it is who made or what purpose, any help would be great. Thanks, Chris

Why not contact a Jewish congregation in your area and talk to the Rabbi. Might be interesting or might be nothing.
 
I have sent the pictures to a Jewish friend they said the words were hebrew and they are taking it to the Rabbi. Will keep you updated
