I found these two identical items on a New England beach about 200 feet apart. They are non-ferrous, roughly 1.45" long and 0.3" diameter. The white end is plastic. The opposite end is is threaded and the insert appears to be silver plated. The body appears to be nickel plated. There is a small hole in each end. They are definitely precision made. One did have remnants of a label but nothing that could be read. Anyone know what they are.

I think it might be an E-Cig Cartomizer. If you play this video it shows what looks like what you found, he shows how to refill it.

The only purpose they serve is to hold a bit of flavored liquid Nicotine squirted into a filter with a syringe. I guess they last long enough that sometimes they are disposable and not manually refilled. I read about the in the past and they advertize something like 1600 puffs per refill but IDK about that.
Public smoking is restricted in alot of areas anymore and E-cigs are gaining popularity since they can be used anywhere. They even make real (fake) smoke, I know, oxymoron.
