This is a two piece item looks like thin tin. Was welded together but broke off in the middle. Near a CV battleground site. Dime is for sizing.

I have seen these before. Even had a link showing them that I cannot find . Seems to me they were military related , not sure .
I will continue to look.

Thanks - please let me know what you come up with...heel plate does make sense based on size, shape and holes...

Was the odd shaped piece attached to the rounded part of the heel plate or the straight part? If it was attached to the rounded part, that would make it a spur wouldn't it? But if it was thin tin, wouldn't it cut the horse or bend easily?

you wouldn't use tin on a heel plate... You might use it on a belt end though... Thats what I think maybe a strap end...

The item I was thinking of is called a" taillenhaken" But im not sure now that i looked them up again .
Did the piece that broke off seem like it was a hook?
A taillenhaken was sewn to the back of a coat at the waist to keep a belt from slipping down.
The holes make me think your item was also sewn to something.

im not thinking heel plate. I suspect with the enormous weight concentrated upon a heel plate, a single molded or poured piece would be the way to go. The two piece construction design would seem to be asking for a breakdown. CO
