found near cellar hole, what is it?

a part of something? a tie down, latch down? Pretty sure it is copper. Near by is an old electric fence, could it be part of that system? About 3 inches long and 1 inch wide at widest point. I have no clue. Any help would be appreciated, thanks CO
 
Quite possible on the freezer handle or similar item. The curved part suggests a "cam" action like you see on some walk in freezer boxes and even to a slightly different extent, the way some latches on the back of semi trailers operate. not identicle but a similar action.
 
Man I have seen one of these somewhere. I think it is for tightening a cable like a wire fence, or a tie down. Thats what comes to me.
