I need some help identifying this.

That is a great seal button(Great seal of the United States) If you clean it up and post a pic or tell me exactly what it says on the back i can probanly tell you the age.
If I remember right the earliest ones were 1904 but Id have to check that.

How can I clean the back without scratching it or anything?

The back top of the button says American Button Co. The bottom of the back says Newark,NJ (I think)

Since your button has the raised rim on the front its 1907 or later and since the American button company sold out in 1920 your button was made between those two dates.
